Empecemos por recordar que la Iniciativa Mérida nació como resultado de la petición del ex presidente Calderón al ex mandatario George W. Bush de auxiliar a México en su lucha contra el narcotráfico. Como consecuencia de ello, el Subcomité de Apropiaciones del Senado de EU acordó, en 2008, la aprobación de una partida por mil 900 millones de dólares para financiar dicha iniciativa.
